17-year-old shot in the neck outside community center | Crime
Memphis police said the Frayser Community Center was full of young people, ages 13 to 24 from Raleigh and Frayser.
They were attending a "stop the violence" event inside.
According to investigators, the 17-year old victim from Raleigh stepped outside to use the phone and was hit in the neck by a stray bullet that ricocheted off the building.
Some are speculating gangs were behind this - officers have not confirmed that, but they are investigating every avenue.
Neighbors fear this type of violence will keep teens from going to the community center and doing something positive.
